About 40 miles north of downtown Chicago is Waukegan, the largest city in Lake County, which is home to about 89,000 people. Known for its blue-collar roots and sizable minority-populations, Community Health Systems, and Cardinal Health, Inc. are among the city’s top employers. About one-third of the population is between 25 and 44 years of age. Cities, towns, and communities throughout Illinois enact and enforce their own ordinances (in addition to state law) regarding dog ownership and responsibilities. Here are some of Waukegan’s Chapter 4 ordinances for dog ownership:

  • Waukegan residents may not house more than three total dogs and/or cats without written permission from the chief of police (Section 4-5);
  • Owners must obtain licenses for all dogs aged four months or older within 30 days of acquisition; licenses are renewed on May 1st each year and dogs must wear collars with license tags at all times (Section 4-65);
  • Dogs may not run at large and must be properly leashed or restrained in public; on the owner’s property, the secured fence must be high enough that the dog cannot jump over it (Section 4-41).
