While only about 8% of all fatal auto accidents in the U.S. between 2000 and 2008 involved both an electric car and pedestrian, automakers are looking to the future as these vehicles become more widespread: according to the National Highway Traffic Safety Administration (NHTSA), all hybrid and electric cars will be required by September 2020 to emit “artificial noise” when idle or traveling under 18.6 m.p.h., and an estimated 50% of the “quiet” vehicles already on the road must comply with the new regulation by September 2019.
